Rochester Postal Worker Bobby Bullard Jr. Nabbed in Phone Heist

Bobby Bullard Jr., 35, of Rochester, NY, is behind bars after being caught red-handed stealing smartphones from U.S. mail. The former Mail Handler Associate at the Rochester U.S. Mail Processing and Distribution Center now faces federal charges for theft by a government employee—a crime punishable by up to 10 years in prison and a $250,000 fine.

Federal authorities say surveillance footage captured Bullard repeatedly diverting packages containing smartphones from the sorting conveyor belt. Instead of processing the mail, he allegedly opened the parcels, pocketed the devices, and tossed the empty packaging. The thefts were observed on three separate occasions by agents from the Postal Service’s Office of Inspector General.

Monica W. Weyler, Special Agent-in-Charge of the OIG, oversaw the investigation that led to Bullard’s arrest. Agents recovered multiple stolen cell phones from Bullard during their initial contact, along with discarded packaging that matched the shipment records of missing smartphones. The evidence sealed his fate.

According to Assistant U.S. Attorney Craig R. Gestring, Bullard exploited his position of trust to systematically loot high-value electronics from the mail stream. His access to the sorting floor gave him the perfect cover—until investigators began watching. Now, he’s out of a job and facing serious federal time.

Bullard made his first court appearance before U.S. Magistrate Judge Marian W. Payson, where he was released to the custody of the Irondequoit Police Department to address outstanding traffic warrants. His next court date is set for March 21, 2017, at 9:00 a.m. in Federal Court.

The criminal complaint filed against Bobby Bullard Jr. is an accusation; he is presumed innocent until proven guilty in a court of law. The case continues to be prosecuted by the U.S. Attorney’s Office for the Western District of New York.
