TULSA, OK – Three Tulsa men are facing a barrage of federal charges after a November 2021 Grand Jury indictment, Acting United States Attorney Clint Johnson announced today. Osakwe Bandele Jr., 31; Marvin Leon Bowie Jr., 40; and Larry Charles Hutton Jr., 47, are accused of a sprawling criminal enterprise involving illegal firearms, PCP distribution, and violent assault.
The core of the indictment centers around multiple counts of being a felon in possession of firearms and ammunition. On September 29, 2021, all three defendants are alleged to have possessed a Beretta .40 caliber pistol, a Glock .357 caliber pistol, and a Llama .45 caliber pistol, along with associated ammunition. Beyond the firearms, the indictment details charges of aiding and abetting one another in the possession with intent to distribute Phencyclidine – commonly known as PCP – and maintaining a residence for the purpose of drug distribution. Federal prosecutors allege the men used these firearms in relation to their drug trafficking operation.
The charges don’t stop at drug and gun violations. Marvin Leon Bowie Jr. is specifically accused of assault with a dangerous weapon, allegedly striking another individual in the head with a firearm on July 9, 2021. Osakwe Bandele Jr. faces additional firearm charges, with allegations he possessed a Model AR-15 .223 caliber rifle, a Glock .40 caliber pistol, a Smith & Wesson 9mm pistol on May 7, 2020, and a Ruger .223 caliber rifle on May 13, 2020, while already a convicted felon. The Bureau of Alcohol, Tobacco, Firearms and Explosives, along with the Tulsa Police Department, led the investigation.
In a separate indictment, Jacob Ancen Bell, 45, currently incarcerated, is charged with Child Abuse and Child Neglect in Indian Country. The charges stem from an alleged incident on November 10-11, 2011, where Bell allegedly exposed a child to the dangerous environment of a methamphetamine manufacturing operation and failed to protect the child from the broader dangers of drug use and a drug-involved residence. The FBI, Tulsa Police Department, Tulsa Fire Department, and City of Tulsa Fire Investigations collaborated on the case.
The Grand Jury also returned an indictment against Ashley Nicole Blizzard, 33, of Claremore, Oklahoma, alleging Child Abuse, Child Neglect, and Child Endangerment in Indian Country. On February 28, 2020, Blizzard is accused of running over her 11-year-old son’s arm with her pick-up truck after he attempted to prevent her from driving under the influence with a 2-year-old in the vehicle. The indictment further alleges she endangered her toddler by placing the child on top of a broken meth pipe without a car seat and driving under the influence. Rogers County Sheriff’s Deputies apprehended Blizzard after discovering her revoked license and drug paraphernalia in the vehicle. Notably, Blizzard is non-Indian, while the children are citizens of the Eastern Band.
Assistant U.S. Attorneys Nathan E. Michel (Bandele, Bowie, Hutton case – 21-CR-466), Valeria Luster (Bell case), and the prosecution team will be responsible for proving these charges beyond a reasonable doubt. The return of these indictments marks a significant step, but the presumption of innocence remains for all defendants until proven guilty in a court of law.
