James Mansfield Davis, a 69-year-old Morgantown man, has been sentenced to five months in prison for violating federal sex offender registration laws. Davis, who was previously convicted of possessing child pornography in the Northern District of West Virginia on May 20, 2024, failed to register as a sex offender while living in South Charleston. He was supposed to self-report to prison on October 4, 2024, but was instead arrested in Williamsburg, Virginia, on October 15, 2024.

Davis’s troubles began when he was sentenced to six years and 10 months in prison for the child porn offense on September 5, 2024. He was also given 20 years of supervised release. However, his failure to surrender for his federal sentence earned him an additional year in prison, which was imposed on August 20, 2025.

The US Marshals Service played a key role in investigating Davis’s case, which was prosecuted by Assistant United States Attorney Jonathan T. Storage. United States District Judge Thomas E. Johnston imposed the sentence, which will be served consecutively to Davis’s previous sentences totaling seven years and 10 months in prison.
