Clive Conman Flaherty Gets 19 Years for Elder Fraud

CLIVE, IOWA – Zachary James Flaherty, 48, of Clive, Iowa, will spend the next 18.5 years in federal prison, plus an additional six months for contempt of court, after being sentenced on June 12, 2024, for a brazen and prolonged scheme to defraud vulnerable elderly individuals. Flaherty was also ordered to pay over $2.4 million in restitution to the victims of his callous deception.

For seventeen years – from 2006 to 2023 – Flaherty systematically preyed on over thirty individuals across Iowa, Kansas, Missouri, and Nebraska, swindling them out of their retirement savings and life savings. The total loss suffered by his victims exceeds $3 million. The vast majority were elderly, with one victim as old as ninety-three, and many possessed limited financial literacy, making them easy targets for Flaherty’s manipulation.

This wasn’t a simple case of financial mismanagement; it was a calculated, personal betrayal. Flaherty didn’t just take their money – he cultivated relationships. He dined with his victims, gifted them presents, and even assisted with household chores. He exploited their loneliness, offering support after the loss of spouses, even helping with funeral arrangements, all while lining his own pockets. He lied about investment returns, withdrawal penalties, and potential losses, keeping his victims in the dark as he siphoned off their funds.

Flaherty employed two primary methods. He directly solicited checks, promising investment on their behalf but instead pocketing the money for personal use, family expenses, and business ventures. He also pushed annuities, raking in over $1 million in commission payments while forging signatures and misrepresenting the long-term implications of these investments. He actively encouraged victims to cancel these annuities, triggering massive penalties and exacerbating their financial ruin, despite knowing they couldn’t afford the losses. These weren’t investments; they were traps.

The courtroom was filled with the devastating testimonies of Flaherty’s victims.
