“Mayor of Bissonnet” Gets 10 Years for Sex Trafficking

HOUSTON, TX – Paul Edwards Evans, 58, a registered sex offender operating in the notorious Bissonnet Street area of Houston, has been sentenced to 10 years – 120 months – in federal prison. Evans, also known as “Blue Diamond,” pleaded guilty May 29th to aiding and abetting the transportation of a woman across state lines for the purpose of prostitution, and for failing to comply with the Sex Offender Registration Act. The sentence, handed down by U.S. District Judge Kenneth M. Hoyt, reflects the gravity of Evans’s exploitation and disregard for the law.

The Department of Justice, through U.S. Attorney Nicholas J. Ganjei, revealed that Evans didn’t operate alone. The court considered evidence showing he’d actively inducted two family members into his criminal enterprise, expanding the reach of his trafficking operation. The crimes spanned multiple states, stretching from Texas to California, including the gambling hub of Las Vegas, Nevada. This wasn’t a localized operation; it was a carefully constructed network of exploitation.

For those unfamiliar with Houston’s underbelly, the “blade” or “track” refers to the stretch of road near I-59 Southwest Freeway and Bissonnet Street. It’s a well-known haunt for pimps and traffickers who force victims into commercial sex acts. Evans, as a registered sex offender, was legally obligated to notify authorities whenever he crossed state lines – a requirement he brazenly ignored, as he admitted in his plea. He treated the law as a suggestion, prioritizing profit over compliance.

HTRA, established in 2004, serves as a national model for identifying victims, prosecuting traffickers, and providing vital services to those rescued. Assistant U.S. Attorney Carrie Wirsing prosecuted the case, securing a conviction and a substantial sentence.

Evans will remain in federal custody pending transfer to a Bureau of Prisons facility. While this sentence brings a degree of justice, the fight against human trafficking continues. The HTRA remains committed to dismantling these criminal enterprises and providing support to those who have been victimized.
