Clearfield County is reeling after state prosecutors dismantled a $1.5 million drug ring tied to relentless crystal meth and cocaine distribution across Pennsylvania and into Ohio. Attorney General Josh Shapiro announced felony charges against Sondra McQuillen, 53, of Houtzdale, and Jason Merritts, 37, and Joyce Merritts, 32, of Clearfield, all accused of running a tightly organized network that flooded rural communities with deadly narcotics—all while two children, ages 10 and 12, were routinely present during drug transactions.

According to the 43rd Pennsylvania Statewide Investigating Grand Jury, McQuillen made 26 trips to Akron, Ohio, where she obtained bulk quantities of methamphetamine, cocaine, and other drugs from James Thomas, a supplier now federally charged. She then funneled the drugs back to Jason and Joyce Merritts, who sold them directly to a confidential informant working with the Attorney General’s Bureau of Narcotics Investigation. Eighteen controlled buys were documented, painting a pattern of brazen, high-volume trafficking from a private residence.

On July 26, 2018, surveillance culminated in a traffic stop of McQuillen’s vehicle, where investigators seized six ounces of crystal meth, two eighth-ounces of cocaine, and additional narcotics. That same day, the Merritts were arrested following one of the controlled purchases. The Grand Jury presentment later recommended expanded charges, including multiple counts of Possession with Intent to Deliver, Delivery, Corrupt Organizations, and Dealing in Proceeds of Unlawful Activities.

What makes the case especially vile is the charge of Endangering the Welfare of Children lodged against Jason and Joyce Merritts. The Grand Jury found that the couple conducted drug sales from their home while their two young children were present—exposing them to violence, addiction, and criminality on a regular basis. McQuillen and Donald Mullens were identified as the original Clearfield County sources; Mullens died of a drug overdose in May, a grim footnote in a case steeped in self-destruction.

The investigation was a joint operation involving the Pennsylvania Office of Attorney General, Akron law enforcement, and the DEA. Coordination across state lines led to Thomas’s federal indictment, tied to the seizure of approximately one pound of methamphetamine, cocaine, firearms, and nearly $50,000 in cash from his home and business. Agents used wiretaps, surveillance, and informant testimony to map the entire supply chain from Ohio to rural Pennsylvania.

“This case is particularly egregious,” Attorney General Shapiro stated. “Crystal methamphetamine trafficking is on the rise again, particularly in rural parts of our Commonwealth—and we’re holding them accountable.” With street value estimates topping $1.5 million, the ring’s collapse marks a major blow to a growing epidemic. Prosecutors are moving swiftly to ensure each defendant faces the full weight of the law.
