Two Massachusetts men, Francis Miguel Rodriguez and Roberto Ramon-Avalo, were indicted for conspiring to distribute methamphetamine and fentanyl in New Hampshire. The investigation began in early 2024, when the DEA started looking into an unknown individual selling large quantities of meth in the Rochester area. The men were caught with substantial quantities of meth and fentanyl, and were previously arrested on December 2, 2025.
According to court documents, the DEA investigation led to a traffic stop in June 2024, where a narcotics-detecting K-9 found meth and fentanyl hidden in Rodriguez’s vehicle. The DEA then used cooperating sources to purchase meth and fentanyl from the men, with Avalo delivering the drugs to New Hampshire each time.
In December 2025, the DEA obtained arrest warrants for Rodriguez and Avalo, and searched a suspected drug house in Boston. They found items used to package and mix narcotics, as well as approximately 5 pounds of methamphetamine and other controlled substances. After Avalo’s arrest, more controlled substances were found in a drug hide in his car, including over 200 grams of meth and over 700 grams of fentanyl.
Rodriguez and Avalo were charged with one count of conspiracy to distribute methamphetamine and fentanyl, and Rodriguez was also charged with one count of possessing methamphetamine and fentanyl with the intent to distribute. The indictment was handed down on March 18, 2026.
