Spokane’s All Star Property Management, LLC and its owner Arlin Jordan have agreed to fork out $329,196 for their despicable scheme of fraudulently claiming hundreds of thousands of dollars in rent assistance during the COVID-19 pandemic.
The U.S. Attorney for the Eastern District of Washington, Vanessa R. Waldref, announced the settlement. The funds were intended to aid struggling renters but were misappropriated by All Star and Jordan.
Under the Treasury Rent Assistance Program (T-RAP), landlords could apply for federal funding for tenants in arrears due to unemployment or hardship. But court documents reveal that All Star, owned by Gieve Parker, submitted fraudulent T-RAP applications with inflated rent amounts and false tenant information, reaping overpayments.
Adding insult to injury, Jordin continued to collect rental income from Spokane properties while serving a prison sentence for drugging and raping a tenant. The settlement includes paying back the fraudulently obtained funds and underscores Waldref’s vow to hold such abusers accountable.
The Northwest Justice Project, Washington’s largest legal aid organization, brought this case forward on behalf of a former tenant, Krystal Jeffries. Waldref emphasized the importance of programs like Washington’s right-to-counsel initiative in uncovering and addressing such fraudulent practices.
“This case came out of Washington’s right-to-counsel program for indigent renters facing eviction,” Waldref stated. “We will continue working with community and housing rights organizations to ensure that those who prioritize profits over tenant rights are held accountable.”
