Andrew Warren, Sex Assault and Cocaine Possession, District of Columbia 2010

A former CIA official has been sentenced to 65 months in prison for a heinous sex crime committed on U.S. embassy property in Algiers, Algeria.

Andrew Warren, 43, pleaded guilty to charges of abusive sexual contact and unlawful use of cocaine while possessing a firearm in June 2010.

According to the plea hearing, Warren admitted to rendering a female victim unconscious and engaging in sexual contact with her on February 17, 2008, while on U.S. embassy property in Algiers, Algeria.

Additionally, Warren admitted to using cocaine while possessing a Glock, 9 millimeter semi-automatic pistol on April 26, 2010, in Norfolk, Virginia.

The case was investigated by the Diplomatic Security Service, the U.S. Marshals Service in Norfolk, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Norfolk Police Department, and the Inspector General and the General Counsel of the CIA.

The case was prosecuted by Trial Attorney Christine Duey of the Criminal Division’s Human Rights and Special Prosecutions Section, Assistant U.S. Attorney Julieanne Himelstein of the District of Columbia, and Assistant U.S. Attorney Steve Haynie from the Eastern District of Virginia.

U.S. District Court Judge Ellen S. Huvelle sentenced Warren to 10 years of supervised release following his prison term.

Warren’s crimes are a shocking example of the kind of abuse of power that can occur when those in positions of authority abuse their positions for personal gain.
