A former Minnesota National Guard staff sergeant is headed for the slammer after a jury convicted him of raping a junior soldier during a training mission at Fort Irwin in San Bernardino County, California.

Kelly Boylan, 56, was found guilty of one count of abusive sexual contact after a four-day trial, where prosecutors presented evidence that in July 2020, Boylan sexually abused a 23-year-old woman who was under his command.

Both Boylan and the victim were deployed to Fort Irwin for a month-long training mission. Boylan, a staff sergeant, outranked the junior soldier, who was a specialist.

According to the Army’s code of conduct, non-commissioned officers like Boylan are prohibited from engaging in romantic or sexual relationships with junior soldiers due to the power dynamic.

The victim reported the assault to the Army’s law enforcement division, which launched an investigation that led to Boylan’s arrest and prosecution.
