Baltimore, Maryland – The grim headlines continue as former Baltimore City Police Detective Jemell Lamar Rayam, 38, of Owings Mills, is handed a severe 12-year federal prison sentence, followed by three years of supervised release. This harsh penalty comes for his involvement in a racketeering conspiracy that included multiple robberies and overtime fraud.
The sentencing was announced by U.S. Attorney Robert K. Hur and FBI Acting Special Agent in Charge Jennifer L. Moore. ‘This case exposed crime and corruption being committed by those sworn to uphold the law,’ Hur said. ‘We will prosecute criminals whether they wear a badge or not.’
Rayam, who joined the Baltimore Police Department in 2005 and served on the Gun Trace Task Force (GTTF), is accused of orchestrating thefts, detentions, and false search warrant affidavits to cover his tracks. His plea agreement reveals that he began robbing civilians as early as 2009, sharing the spoils with co-conspirators.
Rayam’s criminal activities reached a peak between June 2014 and October 2016, during which he participated in 15 robberies. He admitted to being armed and physically restraining victims during these crimes. His actions were often concealed by false incident reports and official documents.
In one particularly brazen act, Rayam and his associates robbed a drug dealer after planting a tracking device on the victim’s car without authorization. They made off with a Rolex watch, cash, heroin, and a firearm. Afterward, Rayam sold drugs stolen from detainees, further dividing the proceeds with his co-conspirators.
The court’s decision to sentence Rayam so harshly reflects the severity of his betrayal of public trust as a law enforcement officer. His actions have sparked a renewed call for accountability in the Baltimore Police Department and across the nation.
