The arrest unfolded on May 3, 2019, at approximately 4:45 p.m., when officers from the Erie County Sheriff’s Department pulled over a rented Jeep Compass near 975 Hertel Avenue. Inside the vehicle, in plain view on the front passenger floorboard, sat a white plastic grocery bag — one that would soon unravel Rivera’s freedom. Authorities immediately noticed the suspicious item but were denied consent to search by Rivera himself.
Undeterred, law enforcement pressed forward, obtaining a search warrant after further investigation. When they executed the warrant, they struck pay dirt: a significant quantity of suspected cocaine was pulled from the grocery bag. The investigation was a joint effort between Homeland Security Investigations, led by Special Agent-in-Charge Kevin Kelly, the Erie County Sheriff’s Office under Sheriff Timothy Howard, and the Buffalo Police Department, directed by Commissioner Byron Lockwood.
Rivera now sits in federal custody, awaiting trial on charges that could bury him for decades.
