DAVENPORT, IA – The United States District Court has meted out severe justice to two Burlington men, Kendrick Ramon Page and Breon Raquon Armstrong, for their roles in a decade-old drug conspiracy that spanned from 2001. Chief Judge John A. Jarvey sentenced the duo on November 22, 2021.
Page, aged 39, hailing from Shreveport, Louisiana, was handed a sentence of 340 months imprisonment. Armstrong, at 20 years old and also from Shreveport, faces 210 months behind bars. With no parole available in the federal prison system, these sentences are expected to be served in full.
The charges against Page and Armstrong followed a major law enforcement crackdown that resulted in multiple search warrants being executed in Burlington and beyond. Convicted by a jury in July 2021, they were found guilty of conspiracy to distribute controlled substances, including ice methamphetamine and crack cocaine. Evidence suggested that Page headed the drug trafficking organization based out of Burlington since at least 2001, and he had lured Armstrong and others from Shreveport to peddle drugs for his operation.
At sentencing, it was established that Page was responsible for distributing over 100 pounds of ice methamphetamine. Both men were found in possession of firearms linked to their drug activities, with the court noting that Page employed threats of violence to bolster his trafficking efforts.
In addition to Page and Armstrong, several others have been ensnared in this drug ring. Alphonso Edmond, Jr., Tristan Kareem Davis, Lavelle Harris, Lamar Harris, Frederrick Dewayne Reed, and Michael Rees are among those charged or sentenced as a result of the investigation. Several more individuals associated with the organization face federal charges across different states.
United States Attorney Richard D. Westphal announced these convictions, which stem from an extensive joint effort by numerous federal, state, and local law enforcement agencies. These include the Southeast Iowa Narcotics Taskforce, Burlington Police Department, FBI, DEA, and many more regional and county-level law enforcement units.
