Rapid City Sex Trafficking Operation Nabs 5 Men

In a joint operation between state and federal agencies, five men were arrested and charged with sex trafficking-related crimes during the 2023 Sturgis Motorcycle Rally in Rapid City, South Dakota.

The operation, conducted between August 4 and 10, 2023, resulted in the arrests of Burton Dave Chief, Jr., Vincent Alberto Barrios, James Halen Dreamer, James Peter Fast Horse, and Jacob Chinni Wilson.

According to the charges, Chief, 35, of Rapid City, is accused of Attempted Sexual Exploitation of a Minor, while Barrios, 42, of Box Elder, and the remaining three defendants, Dreamer, 41, of Rapid City, Fast Horse, 45, of Rapid City, and Wilson, 38, of Rapid City, are accused of Attempted Enticement of a Minor Using the Internet.

The mandatory minimum penalty for Attempted Sexual Exploitation of a Minor is 15 years up to 30 years in federal prison, with a possible term of 5 years to lifetime supervised release, while the penalty for Attempted Enticement of a Minor Using the Internet is 10 years up to life in federal prison, with a possible term of 5 years to lifetime supervised release.

The charges are merely accusations, and all five defendants are presumed innocent until proven guilty in a court of law.

The operation was part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse, launched in May 2006 by the federal government. The cases are being federally prosecuted by Assistant U.S. Attorneys Sarah B. Collins and Heather Knox.
