ORLANDO, FL – Carlos Roman, 57, of Orlando, is facing four decades behind bars after a federal judge slammed him with a 40-year sentence for his role as the head of a ruthless fentanyl and cocaine distribution ring. The sentence, handed down by U.S. District Judge Roy B. Dalton Jr., signals a harsh response to the escalating opioid crisis gripping the nation. Roman was convicted of possession of cocaine and possession of a firearm equipped with a silencer in furtherance of drug trafficking.

The bust, part of a larger operation dubbed “Operation Titan Fall,” wasn’t just about drugs. When authorities raided Roman’s home on August 9, 2022, they didn’t find a simple stash. They uncovered an arsenal: 19 firearms, six silencers, three flash-bang grenades, and a mountain of ammunition. This wasn’t a dealer protecting a small-time operation; this was a man preparing for war, heavily armed while peddling poison into the community. Court records show Roman regularly communicated with his network via a monitored cellphone.

Roman wasn’t working alone. Three of his co-conspirators also received significant prison terms. James Richard Howell, 37, of Silver Springs, will spend 57 months incarcerated. Kenneth Angel Vera, 31, of Orlando, received a 27-month sentence, and Joely Manuel Burgos, 39, also of Orlando, was sentenced to 51 months. All four men had previously entered guilty pleas: Roman and Vera on December 6, 2022, and Howell and Burgos on December 5th and 28th, respectively.

“Illicit fentanyl is highly addictive and incredibly destructive,” stated DEA Special Agent in Charge Deanne L. Reuter. “The individuals who bring this poison into our communities must be held accountable for their actions.” Reuter emphasized the collaborative effort between the DEA and a vast network of local, state, and federal law enforcement agencies, including Homeland Security Investigations (HSI), the U.S. Postal Inspection Service, and multiple Florida police departments and sheriff’s offices.

The investigation, led by Assistant United States Attorney Dana E. Hill, falls under the umbrella of the Organized Crime Drug Enforcement Task Force (OCEDTF), a multi-agency initiative designed to dismantle high-level criminal organizations. This wasn’t a simple drug bust; it was a concerted effort to cripple a network capable of flooding the streets with deadly narcotics. Operation Titan Fall highlights the growing trend of heavily armed drug traffickers and the escalating risks faced by law enforcement.

The case serves as a stark reminder of the dangers posed by fentanyl and the lengths to which drug traffickers will go to protect their operations. The ATF, along with its partners, continues to focus on disrupting these criminal enterprises and bringing those responsible to justice, but the fight against fentanyl is far from over. The sheer volume of firearms seized from Roman’s residence paints a grim picture of the potential for violence within these drug rings.
