CBP Officer Impersonated U.S. Attaché
A U.S. Customs and Border Protection officer has pleaded guilty to impersonating a U.S. Customs attaché while stationed in Dublin, Ireland.
Roger J. Kiley, 42, of Miami, Florida, admitted to holding himself out to a Dublin resident as the Customs attaché at the U.S. Embassy in Dublin, a position that did not exist. He claimed he could arrange for the embassy to lease her residence as his embassy residence.
Kiley created fake documents, including a lease from the embassy and a funding cable for the payment of the lease, to further his scheme. He also forged a letter from the embassy authorizing the relocation of himself and his romantic interest to the United States.
The scheme was uncovered in February 2012, when Kiley lied to federal agents about the allegations of misconduct while he was in Dublin. He now faces up to three years in prison and a $250,000 fine for the charge of false personation, and up to five years in prison and a $250,000 fine for the charge of making a false statement.
Kiley is also responsible for restitution in the amount of $2,500. Sentencing has been scheduled for December 7, 2012. The case is being prosecuted by Trial Attorney Richard B. Evans of the Criminal Division’s Public Integrity Section and Assistant U.S. Attorney Robin W. Waugh for the Southern District of Florida.
The case was investigated by the CBP Office of Internal Affairs. Kiley’s actions are a reminder of the importance of upholding the trust and integrity of government officials.
Kiley’s plea agreement also included an admission of his romantic relationship with the Dublin resident in 2010 and the beginning of his scheme to hold himself out as the Customs attaché.
The U.S. Attorney’s Office for the Southern District of Florida and the Criminal Division’s Public Integrity Section are committed to holding government officials accountable for their actions.
