ST. LOUIS – The grim hand of justice has come down on Joelle Fouse, 58, the former finance manager at Promise Community Homes, who was sentenced to 40 months in prison for embezzling an astonishing $690,902 over more than a decade.
In a stunning betrayal of trust, Fouse, while serving as manager/director of finance and human resources, siphoned funds from the charity that provides housing and support for adults with intellectual and developmental disabilities. Her thievery included 71 unauthorized payroll deposits totaling $139,810, 181 unauthorized expense reimbursement payments totaling $407,186, and 184 unauthorized personal purchases on the charity’s credit card worth $133,210.
Her actions also led to an overpayment of payroll taxes by approximately $10,694. Assistant U.S. Attorney Hal Goldsmith wrote that Fouse’s embezzlement was compounded by her generous salary and benefits, using stolen funds for lavish purchases including vacation travel, expensive clothing, handbags, entertainment, and funding her side businesses.
Promise Homes Executive Director Matt Elmore highlighted the personal cost of Fouse’s greed, writing that her embezzlement robbed clients of vital services. The executive director noted that the $8,000 spent at Louis Vuitton could have funded essential repairs for residents, while the $5,000 on Ritz-Carlton bottle service could have covered critical maintenance.
Elmore emphasized that Fouse’s actions poisoned the workplace and damaged the charity’s reputation. He pointed out her hypocrisy as a fervent advocate for rent increases for individuals with disabilities, all while funding her lavish lifestyle. The executive director also mentioned Fouse’s lies about her college education, having claimed to have an accounting degree when she was academically disqualified.
Fouse used the embezzled funds for personal expenses and to cover up her crimes by creating false financial reports and doctored receipts. She worked for the charity from October 2012 through December 2023, pleading guilty in April of 2025 to three felony counts of wire fraud. The FBI investigated the case, with Assistant U.S. Attorney Hal Goldsmith prosecuting and Promise Community Homes’ officers cooperating substantially.
