CHICAGO — The Charolia gang, led by RUKNUDDIN ‘RICK’ CHAROLIA, is at the center of the largest health care fraud takedown in Department of Justice history, with charges exceeding $700 million. Thirteen defendants, including CHAROLIA, face federal criminal charges for their alleged roles in the scheme.
CHAROLIA, 43, AAMIR ALI ARIF, 32, SHEARYAR ARIF, 28, and FIZZA FARID, 29, all foreign citizens, were indicted for participating in a fraud that bilked more than $1.83 billion from government programs and private health insurers. The group is accused of causing over $865 million in fraudulent reimbursements.
The nationwide enforcement action resulted in the seizure of over $245 million in assets, including cash, luxury vehicles, and cryptocurrency. The investigation was a collaborative effort between federal and state agencies, led by the Health Care Fraud Unit of the Department of Justice Criminal Division’s Fraud Section.
Andrew S. Boutros, United States Attorney for the Northern District of Illinois, emphasized the gravity of health care fraud, saying, ‘This type of criminal conduct not only undermines our health care system but also leads to increased costs and potential harm to patients.’
The Charolia gang’s alleged scheme is part of a larger operation, with more than 320 defendants charged nationwide for participating in various health care fraud schemes involving over $14.6 billion in intended losses.
Attorney General Pamela Bondi vowed, ‘This administration will not tolerate criminals who line their pockets with taxpayer dollars while endangering the health and safety of our communities.’ The Charolia gang’s case is one of five filed in the Northern District of Illinois, showcasing the government’s commitment to combating health care fraud.
