Brandon Wayne Roos, a 35-year-old Chester man, has pleaded guilty to possessing and receiving child pornography after a border patrol stop revealed explicit images on his phone. On September 24, 2023, Roos attempted to cross into Montana from Canada at the Sweetgrass Port of Entry, where border patrol seized his phone and found several videos depicting minors engaged in sexually explicit conduct. The investigation revealed that Roos had downloaded the images via the Telegram application and had a total of 151 images and 49 videos of child pornography on his phone.
When law enforcement searched Roos’ home in Chester, they seized his computer and found an additional 50 images and eight videos of child pornography. Roos admitted to purchasing and downloading child pornography images via Telegram to both his phone and computer. The case was prosecuted by Assistant U.S. Attorney Brian Lowney and was investigated by Homeland Security Investigations, U.S. Border Patrol, and the Liberty County Sheriff’s Office.
Roos faces a mandatory minimum term of imprisonment of five years and a maximum term of 20 years, a $250,000 fine, and not less than five years to a lifetime of supervised release. U.S. District Judge William W. Mercer will determine the sentence after considering the U.S. Sentencing Guidelines and other statutory factors. The case was brought as part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse.
The guilty plea is a significant step in holding Roos accountable for his crimes, and the investigation and prosecution demonstrate the commitment of law enforcement to protecting children from exploitation. The case highlights the importance of vigilance and cooperation between agencies in combating child pornography and other forms of exploitation.
