Two men in West Virginia are facing serious charges related to child sex abuse. Robert Allen Welborn, 58, of Joppatowne, Maryland, and Brian Richard Pack, 57, of Fairmont, West Virginia, appeared in federal court on charges involving child pornography and sex offender registration. Welborn failed to update his sex offender registration after moving to Fairmont, while Pack pleaded guilty to possessing over 500 images and videos of child sex abuse material.

Welborn was sentenced to 37 months in prison for failing to notify law enforcement of his change of address, a requirement for his lifetime sex offender registration. He was previously convicted of a crime against a child in North Carolina. Pack, on the other hand, faces up to 20 years in prison for his crimes.

The cases against Welborn and Pack were brought as part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse. The FBI, West Virginia State Police, and United States Marshals Service were involved in the investigations.

The US Attorney’s Office for the Northern District of West Virginia is prosecuting the cases, with Assistant US Attorneys Jennifer Conklin and Will Rhee handling the Pack and Welborn cases, respectively. The prosecutions aim to hold accountable those who exploit and harm children in West Virginia and beyond.
