West Virginia Woman Pleads Guilty to Unlawful Use of Communication Device

MARTINSBURG, WEST VIRGINIA – Crystal Farmer, a 43-year-old woman from Harpers Ferry, West Virginia, has been found guilty of Unlawful Use of Communication Device stemming from her involvement in distributing drugs in June 2021 in Jefferson County and elsewhere.

According to the United States Attorney William Ihlenfeld, Farmer admitted to using a phone to distribute drugs in the aforementioned time period. The charges were filed under ‘Unlawful Use of Communication Device,’ a serious crime that carries a severe penalty.

Farmer faces a maximum of four years of incarceration and a fine of up to $250,000. However, the actual sentence imposed will be determined by the Federal Sentencing Guidelines, which take into account the seriousness of the offense and any prior criminal history the defendant may have.

The case was prosecuted by Assistant U.S. Attorney Lara Omps-Botteicher on behalf of the government. The FBI, U.S. Marshals Service, Homeland Security Investigations, West Virginia Air National Guard, Eastern Panhandle Drug Task Force, West Virginia State Police, DEA Task Force Montgomery County, Maryland, and the Frederick, Maryland, HIDTA group were all involved in the investigation.

The Eastern Panhandle Drug Task Force is a HIDTA-funded initiative consisting of the West Virginia State Police, Berkeley County Sheriff’s Office, Jefferson County Sheriff’s Office, Ranson Police Department, Charles Town Police Department, and Martinsburg Police Department.

This case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.

U.S. Magistrate Judge Robert W. Trumble presided over the case.

Crystal Farmer’s case highlights the ongoing efforts of law enforcement agencies to combat the distribution of drugs in the region.
