Cumberland man Christopher Lawrence Stouffer, aged 39, has been sentenced to 20 years in federal prison for his heinous acts of sexual exploitation against two minors. The verdict was handed down by District Chief Judge George Levi Russell, III, who also mandated lifetime supervised release and a requirement for Stouffer to register as a sex offender for life.
According to court documents, Stouffer employed his cellular phone to produce numerous explicit videos of one minor victim from the age of 9. He also installed a covert camera in a bathroom to capture inappropriate images of another 14-year-old minor. The files were stored on a hard drive containing at least 800 video files, including depictions of infants and toddlers.
U.S. Attorney for the District of Maryland, Kelly O. Hayes, announced the sentence alongside Special Agent in Charge William J. DelBagno of the FBI – Baltimore Field Office, State’s Attorney for Allegany County James Elliott, and Frostburg State University Police Chief John C. Ralston, Jr.
This case is a part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse. U.S. Attorney Hayes commended the FBI and Frostburg State University Police for their diligent work in this investigation. Assistant U.S. Attorney Colleen E. McGuinn and Spencer L. Todd were credited with prosecuting the federal case.
