Christopher Lawrence Stouffer, Child Exploitation, Maryland 2023

Baltimore, Maryland – Christopher Lawrence Stouffer, a 39-year-old Cumberland resident, was sentenced to 20 years in federal prison today for the grotesque sexual exploitation of two minors. The sentence, handed down by District Chief Judge George Levi Russell III, also includes lifetime supervised release and mandatory sex offender registration.

According to court documents, Stouffer used his cell phone to create explicit videos of a minor victim from the age of 9, while he installed a covert camera to capture images of another 14-year-old. He stored these files on a hard drive containing at least 800 videos, including infants and toddlers.

U.S. Attorney for the District of Maryland, Kelly O. Hayes, announced the sentence alongside Special Agent in Charge William J. DelBagno of the FBI’s Baltimore Field Office, State’s Attorney for Allegany County James Elliott, and Frostburg State University Police Chief John C. Ralston Jr.

This case is a part of Project Safe Childhood, an initiative launched by the Department of Justice to combat child sexual exploitation and abuse. The project, led by federal offices and the Criminal Division’s Child Exploitation and Obscenity Section, coordinates efforts across jurisdictions to find, arrest, and prosecute offenders while identifying and rescuing victims.

U.S. Attorney Hayes commended the FBI and Frostburg State University Police for their diligent work in the investigation. Assistant U.S. Attorney Colleen E. McGuinn and Spencer L. Todd were credited with handling the prosecution of the federal case.
