RICHMOND, IN – David Julien, 65, of Richmond, Indiana, will spend the next 15 years in federal prison after pleading guilty to possessing an unimaginable trove of child sexual abuse material (CSAM). The sentence, handed down by U.S. District Court Judge Jane Magnus-Stinson, reflects the sheer scale of Julien’s depravity and the horrific nature of the content he collected and repeatedly viewed.

The case began with a seemingly mundane kitchen fire on January 2, 2022. Responding Richmond Fire Department (RFD) crews extinguished the blaze, sparked by forgotten grease. But a routine investigation took a sickening turn when a Deputy Fire Chief discovered notebooks filled with disturbing images of child sexual abuse on a dresser. Julien readily admitted to authorities that the notebooks were just the tip of the iceberg, stating there were “thousands and thousands and thousands more” of the images.

A subsequent search of Julien’s home revealed a meticulously curated collection of abuse. Eight colored binders contained printed photographs, while a computer system loaded with ten hard drives – two internal and eight external – held a digital archive of unspeakable horror. Investigators ultimately recovered over 100,000 images and over 3,000 videos depicting child sexual abuse, including depictions of bondage, bestiality, and the abuse of infants and toddlers. A single hard drive contained a staggering 722,000 CSAM images and 29,000 videos. The material dated back to at least 2017.

“For years this defendant collected over a million depictions of children being subjected to horrific sexual abuses—including rapes of babies and toddlers,” declared U.S. Attorney for the Southern District of Indiana Zachary A. Myers. “He didn’t care about the trauma that was inflicted and perpetuated, so long as he could enjoy the heinous material he craved.” The investigation was a collaborative effort between the U.S. Secret Service, the Richmond Police Department, and the Richmond Fire Department.

Judge Magnus-Stinson’s sentence doesn’t end with Julien’s prison term. Following his release, he will be subject to five years of supervised probation and will be required to register as a sex offender wherever he lives, works, or attends school. Assistant United States Attorney Adam J. Eakman prosecuted the case. This prosecution falls under Project Safe Childhood, a national initiative aimed at combating child sexual exploitation.

The case serves as a grim reminder of the dark corners of the internet and the predators who exploit vulnerable children.
