HUNTINGTON, W.Va. – Another cog in the West Virginia drug machine is headed to federal prison. Mark Lawrence Lowe, 24, of Detroit, Michigan, known on the streets as “Cell,” received an 18-month sentence today for his role in a large-scale methamphetamine and fentanyl trafficking operation that flooded the Huntington area with poison. Lowe pleaded guilty to aiding and abetting the possession with intent to distribute 50 grams or more of methamphetamine and 40 grams or more of fentanyl – enough to kill thousands.
Court records show Lowe was a key player in a drug trafficking organization (DTO) responsible for bringing significant quantities of meth and fentanyl into the Southern District of West Virginia from Detroit, beginning as early as September 2023. The operation wasn’t some small-time hustle; it was a coordinated effort to profit off addiction and misery.
The bust that sealed Lowe’s fate came on September 9, 2023. Lowe and his accomplice, Paul Anthony Rucker, 48, of Nitro, were caught red-handed during a traffic stop on Interstate 64 in Cabell County. Law enforcement discovered a staggering 149 grams of fentanyl and 222.62 grams of methamphetamine stashed inside the vehicle. Lowe admitted in his plea that the pair intended to distribute the deadly drugs.
Rucker already received his sentence – six years and six months in prison, plus three years of supervised release – on July 15, 2024, for his part in the scheme. But Lowe and Rucker are just two of 27 individuals indicted in connection with this DTO. So far, 23 have pleaded guilty, with one accepting a plea deal on a separate charge. The remaining defendants still face prosecution, and the feds are building their cases.
Acting United States Attorney Lisa G. Johnston announced the sentencing, lauding the collaborative effort of the FBI, Cabell County Sheriff’s Department, DEA, MDENT, West Virginia State Police, ATF, and U.S. Postal Inspection Service. MDENT, a multi-agency task force comprised of local police and sheriff’s departments, played a critical role in dismantling this network. The entire operation fell under the umbrella of the Department of Justice’s Organized Crime Drug Enforcement Task Force (OCDETF), a program dedicated to taking down major drug trafficking rings.
United States District Judge Robert C. Chambers handed down the sentence, with Assistant United States Attorneys Joseph F. Adams and Stephanie Taylor prosecuting the case. This isn’t just about one bust or one sentence; it’s part of a larger, ongoing war against the forces flooding our communities with drugs. Case No. 3:23-cr-180 is available for review on PACER.
