Vincent Thayer, Medical Visit Fraud, California 2023

GRIMY TIMES EXCLUSIVE: San Jose’s Vincent Thayer is in hot water after being charged with wire fraud, health care fraud, and aggravated identity theft, stemming from a $68 million scheme involving false medical office visit claims. The Department of Justice’s latest National Health Care Fraud Takedown has landed this doctor on the wrong side of the law.

Thayer, 41, was the owner of Patient Payment Agent, which operated under the guise of My Community Testing. He claimed to offer COVID-19 testing services but instead pocketed nearly $69 million from Medicare, Medicaid, and the HRSA COVID-19 Uninsured Program. According to the indictment, Thayer used a doctor’s identity to enroll his company in Medicare and Medi-Cal.

“Fraud and abuse in our health care system all too often result in harm to the elderly and sick,” said United States Attorney Craig H. Missakian. “My office is committed to prosecuting schemes that target these vital programs.”

The DOJ’s 2025 Takedown has been one of the most significant actions against health care fraud, resulting in charges against 324 defendants for over $14.6 billion in alleged false billings and more than 15 million pills of diverted controlled substances.

Thayer is facing serious consequences, and his case underscores the administration’s zero-tolerance stance on those who exploit federal healthcare programs for personal gain. The government has seized over $245 million in assets related to this takedown.
