Shon Dwayne Perkins, Fentanyl Distribution, Iowa 2024

GRIMY TIMES EXCLUSIVE: Shon Dwayne Perkins, a 37-year-old Dubuque resident, was handed a five-year federal prison sentence for distributing a lethal mixture of fentanyl and xylazine. The sentencing occurred on July 1, 2025, following Perkins’ guilty plea to one count of distribution of a controlled substance near a protected location on December 19, 2024.

According to evidence presented at the hearing, Perkins not only sold a dangerous fentanyl-xylazine mixture but also distributed pure fentanyl containing xylazine. The consequences were dire as a drug user who purchased and used the substances from Perkins suffered necrosis of the arms, leading to permanent scarring. This tragic outcome underscores the deadly nature of fentanyl mixed with xylazine.

Perkins was sentenced by United States District Court Chief Judge C.J. Williams in Cedar Rapids. In addition to his 60-month prison term, he must serve a six-year supervised release period after his imprisonment. There is no parole in the federal system, ensuring Perkins will remain behind bars for the duration of his sentence.

The United States Marshal’s custody currently holds Perkins until arrangements can be made for his transport to a federal prison. Assistant United States Attorney Nicole L. Nagin prosecuted the case, while the Dubuque Drug Task Force conducted the investigation.
