Dwan Riley Sentenced to 90 Months Imprisonment for Violating Federal Controlled Substances Act

A Plaquemines Parish, Louisiana resident has been sentenced to serve 90 months in prison for violating the federal controlled substances act, announced U.S. Attorney Duane A. Evans.

Dwan Riley, 37, was sentenced on May 9, 2024, to 90 months imprisonment, 3 years of supervised release, and a mandatory $100 special assessment fee. Riley previously pleaded guilty to conspiracy to distribute and possess with the intent to distribute quantities of fentanyl, heroin, and cocaine, in violation of Title 21, United States Code, Sections 841(a)(1), 841(b)(1)(C), and 846.

According to the investigation, Riley was a key player in the New Orleans metropolitan area’s narcotics distribution scene. Drug Enforcement Administration (DEA) agents started investigating Riley and his co-conspirators in October 2019. The investigation revealed that Riley’s primary sources of supply for counterfeit oxycodone pills, which contained both heroin and fentanyl, were Herbert Richardson and Ray Marshall.

Riley would receive 100 to 250 pills containing heroin and fentanyl from Richardson and Marshall on numerous occasions. Marshall would also supply Riley with quantities of cocaine. Riley would then distribute the narcotics to his own customers.

The Drug Enforcement Administration and Plaquemines Parish Sheriff’s Office led the investigation. The prosecution was handled by Assistant United States Attorney J. Benjamin Myers of the Financial Crimes Unit.
