Kelly had his initial court appearance on March 20, 2023, before a U.S. Magistrate Judge for the District of Utah in St. George.

U.S. Attorney Trina A. Higgins for the District of Utah made the announcement. Assistant U.S. Attorney, Brady Wilson, of the District of Utah, Southern Region is prosecuting the case.

The indictment is part of Project Safe Neighborhoods (PSN), a program aimed at reducing violent crime and gun violence through collaboration between law enforcement and the community. The program is based on four core principles: fostering trust and legitimacy in communities, supporting community-based organizations to prevent violence, setting focused and strategic enforcement priorities, and measuring results.

It’s essential to note that an indictment is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
