Florentino Ramos-Salazar, Fentanyl Trafficking, Utah 2024

SALT LAKE CITY, UT – Florentino Ramos-Salazar, 29, of West Valley City, is cooling his heels in federal custody after an indictment unsealed this week revealed a massive narcotics operation. The foreign national is accused of attempting to flood Utah streets with fentanyl and heroin, and now faces serious federal charges.

The bust began in June 2024, when DEA agents initiated surveillance on a West Valley City residence. Agents attempted to stop a silver Jeep Cherokee leaving the property, but Ramos-Salazar allegedly tried to evade them in a parking lot before finally complying. A search of the vehicle turned up a chilling haul: 1,000 blue M-30 fentanyl pills – counterfeit oxycodone tablets often linked to overdose deaths.

But the Jeep was just the tip of the iceberg. Following Ramos-Salazar’s arrest, agents executed a search warrant at the West Valley City residence. Inside, they seized a staggering 958.5 grams of heroin, which field-tested positive. Even more alarming, authorities discovered 4470 grams of fentanyl pills, also testing positive for the deadly opioid. That’s nearly 5 kilos of pure poison hitting the streets.

Ramos-Salazar is now charged with possession of fentanyl with intent to distribute and possession of heroin with intent to distribute. He made his initial appearance on the indictment June 27, 2024, at the United States District Courthouse in downtown Salt Lake City. A U.S. Magistrate Judge ordered him held without bail pending trial, recognizing the significant threat he poses to the community.

U.S. Attorney Trina A. Higgins of the District of Utah announced the charges, emphasizing the ongoing commitment to dismantling drug trafficking networks. The investigation was spearheaded by the United States Drug Enforcement Administration (DEA), with prosecution handled by Special Assistant United States Attorney Ryan Holtan.

This case isn’t being handled in isolation. It’s part of Project Safe Neighborhoods (PSN), a comprehensive program aimed at reducing violent crime and improving community safety. The operation also falls under the umbrella of the Organized Crime Drug Enforcement Task Forces (OCDETF), a multi-agency initiative targeting high-level criminal organizations. An indictment is merely an allegation, and Ramos-Salazar is presumed innocent until proven guilty beyond a reasonable doubt.
