97 Months in Federal Prison for Meth Dealer

Hagatña, Guam – In a major blow to the island’s illicit drug trade, a local dealer has been sentenced to 97 months in federal prison for possession of methamphetamine hydrochloride with intent to distribute.

Ian David Waki, age 48, was found guilty of the crime after a harrowing police pursuit in July 2023. The chase began when Guam Police Department officers attempted to stop a stolen Ford F-150 truck that Waki was driving. The vehicle’s engine was shut off, but Waki revved it and fled on foot, leading officers in a brief struggle.

During the pursuit, officers recovered a partially open wallet containing bags of methamphetamine, MDMA, and a cellphone just outside the vehicle. A wallet with more bags of methamphetamine, amphetamine pills, $1,069 in currency, and Waki’s driver’s license were located within the truck.

The DEA Southwest Laboratory determined the substances contained 105.6 grams of methamphetamine with a purity of 97 percent, a staggering amount that highlights the severity of Guam’s methamphetamine problem.

United States Attorney Shawn N. Anderson commended the efforts of GPD officers throughout the investigation, stating, “This case once again highlights the dangers officers face during traffic stops. Fortunately, this matter had a good outcome for our communities.”

The investigation was conducted by the Guam Police Department with the assistance of the Drug Enforcement Administration. The case was prosecuted by Devarup Rastogi, Assistant United States Attorney in the District of Guam.

Waki’s sentence includes three years of supervised release and a mandatory $100 special assessment fee. His conviction may also impact his eligibility for certain federal benefits.

This case serves as a stark reminder of the ongoing fight against Guam’s illicit drug trade. Grimy Times will continue to follow this story and provide updates as more information becomes available.

In a statement, United States Attorney Anderson noted, “I applaud the efforts by GPD officers throughout this investigation. Their bravery and dedication to keeping our communities safe are truly commendable.”

The investigation and prosecution of Waki’s case demonstrate the collaborative efforts of law enforcement agencies to combat the scourge of methamphetamine on Guam.
