SPRINGFIELD, Wash. – A Quincy man has been sentenced to 140 months in federal prison for his role in a methamphetamine trafficking operation. Eusebio Olvera Ruiz, 27, pleaded guilty on January 14, 2021 to Conspiracy to Possess with Intent to Distribute and Distribution of 50 Grams or More of Actual (Pure) Methamphetamine.

Ruiz was part of a drug trafficking organization that operated in Quincy and Moses Lake, Washington. The organization was involved in the distribution of methamphetamine, fentanyl-laced pills, heroin, and stolen firearms and ammunition. According to court records, Ruiz was responsible for a drive-by shooting in Moses Lake, which was directed by the leader of the organization.

During the investigation, law enforcement agencies conducted multiple search warrants and seized several pounds of methamphetamine, hundreds of fentanyl-laced pills, heroin, and numerous stolen firearms and ammunition. Ruiz’s sentence includes two enhancements for his possession of firearms used to intimidate and threaten those who owed money to the organization.

U.S. District Chief Judge Robert H. Bastian imposed the 140-month sentence, which will be followed by a five-year term of court supervision after Ruiz is released from federal prison. Ruiz, a citizen of Mexico, will be removed from the United States after completing his sentence.

The investigation was a collaborative effort between the FBI Safe Streets Task Force in the Tri-Cities, Moses Lake Police Department, Kennewick Police Department, Richland Police Department, Pasco Police Department, Benton County Sheriff’s Office, Washington Department of Corrections, Quincy Police Department, and Grant County Sheriff’s Office. The case was prosecuted by Assistant U.S. Attorney Stephanie Van Marter.
