Kansas City Woman Sentenced to 27 Years for Leading Meth, Heroin Conspiracy

A Kansas City woman has been sentenced to 27 years and six months in federal prison without parole for leading a conspiracy to distribute methamphetamine and heroin.

Evelyn L. Cooper, 46, of Kansas City, was sentenced by U.S. District Judge Gary A. Fenner for her role in the conspiracy, which involved the distribution of more than 500 grams of methamphetamine and some amount of heroin from October 2015 until her arrest on September 28, 2016.

Cooper pleaded guilty on December 21, 2017, to leading the conspiracy, which was uncovered by undercover officers from the Kansas City Police Department and confidential informants working at the direction of law enforcement. The officers purchased methamphetamine and heroin from Cooper and her co-defendant, Theodis D. Johnson, 42, of Kansas City, on several occasions in 2015 and 2016.

When law enforcement officers executed a search warrant at Cooper’s residence on August 1, 2016, they recovered approximately 76.5 grams of methamphetamine and approximately 17 grams of heroin. Additionally, officers were able to estimate, conservatively, that 200 grams of methamphetamine was trafficked through Cooper’s Facebook account.

Cooper was arrested along with her boyfriend, Johnson, who was in possession of a loaded Taurus .380-caliber semi-automatic pistol. Johnson pleaded guilty to his role in the conspiracy and was sentenced to 20 years in federal prison without parole. Co-defendant Erin R. Markley, 36, of Kansas City, pleaded guilty to her role in the conspiracy and was sentenced to six years in federal prison without parole.

This case was prosecuted by Assistant U.S. Attorney Brad K. Kavanaugh, and it was investigated by the Kansas City Police Department. Cooper’s sentence is a significant blow to the methamphetamine and heroin trade in Kansas City, and it serves as a reminder of the importance of law enforcement’s efforts to combat these types of crimes.

In related news, the Kansas City Police Department has announced plans to increase its presence in high-crime areas of the city in an effort to combat the growing methamphetamine and heroin problem. The department will be working closely with federal law enforcement agencies to identify and prosecute those responsible for these types of crimes.

As the investigation into Cooper’s conspiracy continues, residents of Kansas City are advised to remain vigilant and report any suspicious activity to the authorities. The Kansas City Police Department is committed to keeping the community safe and is working tirelessly to combat the methamphetamine and heroin trade.

The sentencing of Evelyn L. Cooper is a significant victory for law enforcement and a testament to the importance of their work in keeping our communities safe. As we move forward, it is essential that we continue to support our law enforcement agencies and work together to combat the growing methamphetamine and heroin problem in Kansas City.
