According to the plea agreement, the squad initially targeted T.M. based on information from a confidential informant. A search yielded no drugs *at the residence*, but a follow-up led to the discovery of 41 kilograms of cocaine in a pickup truck linked to T.M. – a substantial haul. Rivera and other officers secured the cocaine, arranging for SWAT team protection during transport to BPD headquarters in a surveillance van driven by K.G. While 41 kilograms were officially logged into evidence, three *additional* kilograms mysteriously vanished.

That’s where Rivera’s scheme took root. Instead of turning in the missing cocaine, Rivera and fellow officers conspired to sell it, pocketing the profits. Rivera leveraged a confidential informant – a fellow drug trafficker – to move the stolen cocaine within Baltimore City. He personally received $20,000 from the illicit sale, sharing the proceeds with his co-conspirators. This wasn’t about law enforcement; it was about exploitation of the very system they swore to uphold.

The scheme unraveled years later, on November 1, 2019, when Rivera voluntarily agreed to an interview with FBI task force officers. He was explicitly warned that lying to federal agents was a crime – a warning he clearly ignored.
