Fake Fed Sentenced to 4 Years for Credit Card Heist

A Baltimore County man is behind bars after posing as a U.S. Secret Service agent to defraud victims out of thousands of dollars in credit card fraud and identity theft.

Igor Cooper Rosensteel, 30, of Middle River, Maryland, was sentenced to 50 months in federal prison for device fraud and aggravated identity theft, according to the U.S. Attorney’s Office for the District of Maryland. Rosensteel’s scheme involved gaining the trust of at least 15 victims, including women he met online, and then exploiting them for financial gain.

According to court documents, Rosensteel would pose as a Secret Service agent to gain the trust of his victims, then steal bank checks, credit cards, and other valuable items. He would use these stolen items to go on lavish spending sprees, resulting in losses of more than $20,000.

Rosensteel’s scheme began in January 2018 and continued through February 2019. During this time, he used his law enforcement status to gain free parking, food, and other benefits. He also used his phony badge to search his victims’ homes, stealing keys, bank checks, and credit cards.

But Rosensteel’s scheme didn’t end there. While on pre-trial release status in 2020, he employed his previous strategy of deceptive online relationships and began a romantic relationship with a woman he met online. He falsely claimed he was an employee of the Central Intelligence Agency and used this ruse to gain her trust.

However, Rosensteel’s luck ran out when he was apprehended by the United States Marshal’s Service on July 7, 2020, in another state. At the time of his arrest, he was found to be in possession of at least seven debit and credit cards in the names of at least six additional victims. Law enforcement also discovered that he possessed the banking information of another victim, which had been handwritten in a note inside his wallet.

Rosensteel’s sentence was announced by Acting United States Attorney Jonathan F. Lenzner; Special Agent in Charge Bo Keane of the United States Secret Service – Baltimore Field Office; and Lieutenant Colonel Kevin M. Anderson, Chief of the Maryland Transportation Authority Police. Rosensteel’s guilty plea was entered on September 1, 2020, and he will serve his 50-month sentence in federal prison.
