Phillip Alphonso Mayes, a 74-year-old convicted felon from the District of Columbia, was sentenced for possessing two loaded revolvers and resisting arrest. On August 22, 2025, a Metropolitan Police Department officer was dispatched to a multiunit housing building in the 3800 block of W Street SE, where a .38 Special revolver had been found in a mailbox. Mayes attempted to retrieve the gun, stating it was his, and struggled with the officer when she tried to arrest him.
During the altercation, Mayes pushed the officer against a wall and pulled her up two flights of stairs before she broke free. The officer sustained scratches to her right forearm and the right side of her face. Following his arrest, officers executed a search warrant at Mayes’ unit and recovered a second loaded firearm, a .357 Magnum revolver, concealed in a bag in a closet.
Mayes pleaded guilty on December 1, 2025, to unlawful possession of a firearm and ammunition by a convicted felon and to resisting arrest. He was sentenced to 10 months in prison for the gun possession and 6 months for resisting arrest. Mayes was also ordered to serve 1 year of supervised release. His prior felony convictions, including a 2001 conviction for possession of a controlled substance in Illinois and two 1992 convictions for retail fraud and being a habitual offender in Michigan, prohibited him from possessing any firearm.
The case was investigated by the Metropolitan Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives Washington Field Division. Mayes’ sentence reflects the seriousness of his crimes and the danger he posed to the community.
