A Dominican national, Carlo de los Santos Ruiz, 29, also known as ‘Julio’, was the mastermind behind a massive drug trafficking operation that spanned New Hampshire and Massachusetts, peddling deadly fentanyl and crack cocaine to unsuspecting buyers. Between July 2024 and June 2025, Ruiz’s organization made a killing, literally, by distributing these illicit substances. The investigation led by law enforcement agencies culminated in the arrest of Ruiz and his co-defendant in June 2025 at his Dorchester, Massachusetts home.
Ruiz’s operation was sophisticated, with multiple dispatch lines that buyers could call to order their fixes. The leader himself was also involved in the distribution, making sure the products reached the end-users. However, the law finally caught up with him when police found over 400 grams of fentanyl and crack cocaine in a car parked near his home.
On the heels of his guilty plea in March to conspiracy charges, U.S. District Court Judge Landya B. McCafferty slammed Ruiz with a 60-month prison sentence and 4 years of supervised release. This verdict is a testament to the relentless pursuit of justice by law enforcement agencies, including the FBI, to rid the streets of New Hampshire and Massachusetts of these deadly substances.
The U.S. Attorney Erin Creegan and FBI Special Agent in Charge Ted E. Docks hailed the verdict as a significant victory in the war against drug trafficking. Creegan emphasized the need for safe, drug-free communities, while Docks underscored the harm caused by Ruiz’s organization and the importance of taking down such traffickers.
