Former Official Charged with Kidnapping and Rape
A shocking indictment was unsealed today in federal court, charging Michael Harvel, 59, of Crossville, Tennessee, with nine counts of civil rights violations, including kidnapping and sexual assault. The former Cumberland County Solid Waste Director is accused of preying on women he supervised during his tenure, which spanned from 2015 to 2018.
According to the indictment, Harvel’s victims were women who served their court-ordered community service time or worked as paid county employees. The indictment alleges that Harvel sexually assaulted seven women, including forcibly raping one woman in a dark office. The alleged incidents of sexual assault also include Harvel fondling the breasts and genitals of women against their will.
Two counts charge that Harvel kidnapped and sexually assaulted women he supervised, while a third count charges him with committing aggravated sexual abuse. If convicted, Harvel faces a maximum sentence of up to life in prison. This case is being investigated by the FBI, with Assistant U.S. Attorney Sara Beth Myers and Trial Attorney Michael J. Songer prosecuting the case.
Harvel was arrested at his home earlier today and will appear before a U.S. Magistrate Judge later this afternoon. An indictment is merely an accusation, and the defendant is presumed innocent until proven guilty in a court of law.
This case is not an isolated incident, as a separate civil action was filed against Cumberland County in March, alleging that the county failed to take adequate precautions to prevent Harvel from sexually harassing women he supervised. The lawsuit alleged that Harvel regularly subjected the women to unwanted sexual contact, including kissing and groping, and unwelcome sexual advances.
The county has since settled the lawsuit for $1.1 million. The allegations against Harvel and Cumberland County raise serious questions about the county’s handling of sexual harassment claims and the protection of its employees.
In a statement, the FBI said that they will continue to investigate and bring to justice those who abuse their power and prey on the vulnerable. This case serves as a reminder of the importance of holding public officials accountable for their actions and ensuring that victims of sexual assault receive justice and support.
In related news, the county has implemented new policies and procedures to prevent similar incidents in the future. The county’s administration has also announced plans to provide additional training for employees on recognizing and reporting sexual harassment.
