Sex Offender Registration Failure Lands Rosebud Man Behind Bars
A 28-year-old man from Rosebud, South Dakota, has been sentenced to federal prison for failing to register as a sex offender. Francis Kills In Sight, 28, was convicted of Sexual Contact in November 2014 and is required to register as a sex offender and update his registration within three business days of relocation or changing employment.
However, Kills In Sight failed to properly register as a sex offender and update his registration between December 22, 2021, and January 4, 2022. This led to his indictment by a federal grand jury on February 8, 2022, and his subsequent guilty plea on March 28, 2022.
