Sex Offender Registration Failure Lands Rosebud Man Behind Bars
A 28-year-old man from Rosebud, South Dakota, has been sentenced to federal prison for failing to register as a sex offender. Francis Kills In Sight, 28, was convicted of Sexual Contact in November 2014 and is required to register as a sex offender and update his registration within three business days of relocation or changing employment.
However, Kills In Sight failed to properly register as a sex offender and update his registration between December 22, 2021, and January 4, 2022. This led to his indictment by a federal grand jury on February 8, 2022, and his subsequent guilty plea on March 28, 2022.
On June 27, 2022, Chief Judge Roberto A. Lange, U.S. District Court, sentenced Kills In Sight to 26 months in federal prison, followed by five years of supervised release, and a special assessment to the Federal Crime Victims Fund in the amount of $100.
