Defendant’s Guilty Plea Rocks Mattapan Community
BOSTON — Francisco Torres, a 37-year-old Mattapan man, has agreed to plead guilty to two counts of distributing cocaine and one count of conspiring with others to distribute cocaine, federal authorities announced today.
Torres, a former employee at Logan International Airport, held a ‘Customs Seal,’ a badge that permits access to Federal Inspection Service areas for individuals who require access to perform their job duties. He is accused of using his position to facilitate the distribution of cocaine.
According to court documents, Torres was arrested on February 16, 2017, following a sting operation in the South End neighborhood of Boston. He was caught exchanging 850 grams of cocaine for a paper bag containing more than $33,000 in cash. Immediately after the exchange, officers approached Torres, who threw the bag of cash over a fence. Officers arrested Torres and recovered the money.
The conspiracy charge and one count of the cocaine distribution charge provide for a mandatory minimum sentence of five years and no greater than 40 years in prison, a minimum of four years and up to a lifetime of supervised release, and a fine of $5 million. The remaining cocaine distribution charge provides for a maximum of 20 years in prison, a minimum of three years and up to a lifetime of supervised release, and a fine of $1 million.
Torres’ sentencing is scheduled for November 8, 2017, before Judge Indira Talwani. Assistant U.S. Attorneys John T. McNeil and Christine Wichers are prosecuting the case.
The case is a result of a collaborative effort between the U.S. Attorney’s Office, Homeland Security Investigations, the New Hampshire State Police, and the Boston Police Department.
Acting United States Attorney William D. Weinreb praised the efforts of the law enforcement agencies involved in the case, stating, ‘This case highlights the importance of our ongoing efforts to combat the flow of narcotics in our community.’
