Gregory Scott Stephen, 43, of Monticello, Iowa, was sentenced to 180 years in federal prison — the maximum penalty allowed by law — for sexually exploiting children and trafficking in child pornography. The sentence, handed down May 2, 2019, by U.S. Northern District of Iowa Judge C.J. Williams, marks one of the harshest penalties ever imposed in a federal child exploitation case in the state.
Stephen, formerly the co-director and coach of Barnstormers Basketball of Iowa — a youth program serving athletes from fourth through twelfth grade — pleaded guilty on October 18, 2018, to five counts of sexual exploitation of a child, one count of possession of child pornography, and one count of transportation of child pornography. Once trusted by parents and admired by kids, Stephen used his position to groom, manipulate, and violate over 400 minor victims across nearly two decades.
Court documents reveal a pattern of calculated predation. Stephen secretly recorded boys while they were nude, photographed their genitals as they slept, and in some instances, photographed himself molesting them. He also impersonated a teenage girl online, tricking victims into sending sexually explicit images and videos. These acts, as Judge Williams stated during sentencing, made Stephen ‘a hands-on sexual abuser of children’ whose crimes were ‘horrendous’ and the harm ‘incalculable and profound.’
‘The defendant exploited boys who looked up to him as a coach and mentor,’ said U.S. Attorney Marc Krickbaum. ‘He had power over these kids, and he exploited that power. The sentence imposed today reflects the enormity of his crimes.’ Krickbaum extended gratitude to law enforcement, victim advocates, and especially the survivors who found the strength to speak out. ‘Your courage is inspiring,’ he said.
The investigation, led by the Iowa Division of Criminal Investigation (DCI), the Federal Bureau of Investigation (FBI), and the Monticello Police Department, exposed the full scope of Stephen’s digital and physical abuse. The case was prosecuted by Southern District of Iowa Assistant U.S. Attorneys Clifford Cronk and Amy Jennings, designated as Special Assistant U.S. Attorneys after the recusal of the Northern District of Iowa’s office.
‘The significant sentence imposed today is the result of law enforcement cooperation at the local, state, and federal levels,’ said DCI Special Agent in Charge Rick Rahn. ‘The DCI will continue to work with our law enforcement partners to investigate those who sexually exploit and abuse children.’ With no chance of parole, Stephen will spend the rest of his life behind bars, a permanent end to a reign of predatory abuse masked by the veneer of youth mentorship.
