BATON ROUGE, LA – In a shocking case of a convicted sex offender evading the law, U.S. District Judge John W. deGravelles sentenced Henry Allen Fowler, 52, to 24 months in federal prison for failing to register in Louisiana as a sex offender.
The court also ordered Fowler to serve five years of supervised release following his imprisonment. This brings to light the importance of registering as a convicted sex offender, which is a lifetime requirement for those classified as Tier III sex offenders like Fowler.
Fowler was convicted of a sexual offense in the State of Florida in 2004. As a result, he was classified as a Tier III sex offender and required to register as a convicted sex offender for life, with quarterly updates. However, Fowler failed to update his registration in Ohio, where he had last registered, in March 2018.
He eventually left Ohio and moved to Baton Rouge, Louisiana, without registering in the state. During a routine traffic stop, law enforcement officers learned that Fowler had a warrant for his arrest from the State of Ohio. At the time of the encounter, Fowler had been residing in Baton Rouge, but he had not updated his registration in Ohio or registered in Louisiana.
U.S. Attorney Brandon J. Fremin stated, “We take seriously our obligation to make our communities safer and will not tolerate unregistered sex offenders crossing state lines and concealing prior criminal behavior in order to avoid their notification responsibilities.”
The U.S. Marshals Service, in collaboration with the Baton Rouge Police Department, worked tirelessly to bring Fowler to justice. Assistant United States Attorney Jamie Flowers prosecuted the case. This case highlights the importance of interagency cooperation in keeping communities safe.
Fowler’s sentence serves as a reminder that failing to register as a sex offender will not be tolerated. The U.S. Marshals Service will continue to work with local law enforcement agencies to ensure that convicted sex offenders comply with their registration requirements.
