Heroin Dealer Sentenced to 21 Months Behind Bars
A 36-year-old Michigan man has been sentenced to 21 months in federal prison for his role in a heroin distribution ring in West Virginia.
Rafael Starks, a resident of Michigan, was found guilty of aiding and abetting the distribution of heroin. According to court documents, Starks sold heroin to a confidential informant in the 1100 block of 9th Avenue in Huntington on August 1, 2018.
The case was investigated by the Cabell County Sheriff’s Department, which worked closely with federal authorities to bring Starks to justice. Acting United States Attorney Lisa G. Johnston commended the department’s investigative work, saying, ‘We are committed to keeping our communities safe from the scourge of heroin and other illicit substances.’
United States District Judge Robert C. Chambers imposed the 21-month sentence on Starks. Assistant United States Attorney Stephanie S. Taylor handled the prosecution.
Starks’ sentencing is a significant blow to those involved in the heroin trade in West Virginia. Heroin has been a major problem in the state, with many communities struggling with addiction and overdoses.
