PITTSBURGH – A kilogram of heroin and a potential life sentence are at the center of a federal narcotics case unveiled today. Two New York residents are facing serious charges after a grand jury returned an indictment accusing them of large-scale heroin distribution, according to U.S. Attorney David J. Hickton.
Habys Omar Meran, 30, and Juan Wilquin Hernandez-Bourdier, 35, both of New York, are named in the two-count indictment handed down on October 11th. The charges stem from an incident on January 26, 2016, where investigators allege the pair possessed at least one kilogram of heroin with the explicit intent to distribute it across the region. The indictment further alleges they were actively engaged in a conspiracy to distribute the dangerous drug.
Federal prosecutors are throwing the book at these defendants. If convicted, Meran and Hernandez-Bourdier could face a minimum of 10 years in prison, stretching all the way up to a life sentence. The financial penalties are equally steep: a potential fine of $20,000,000. However, the actual sentence will be determined by Federal Sentencing Guidelines, factoring in the severity of the crimes and any prior criminal records.
Assistant United States Attorney Ross E. Lenhardt, from the Violent Crimes Section, is leading the prosecution. The investigation, a collaborative effort, was spearheaded by agents from the Department of Homeland Security and troopers with the Pennsylvania State Police. These agencies worked meticulously to build the case that ultimately led to the indictment.
While the indictment represents a significant step, it’s crucial to remember the fundamentals of the American justice system. As U.S. Attorney Hickton emphasized, an indictment is merely an accusation. Both Habys Omar Meran and Juan Wilquin Hernandez-Bourdier are presumed innocent until proven guilty in a court of law.
