Honduran Fraudster Gets 3+ Years, $2M Restitution

TAMPA, FL – Federal prosecutors in the Middle District of Florida have been cracking down on immigration-related offenses, charging 154 individuals during the third quarter of fiscal year 2025. But beyond the routine illegal reentry cases, a complex fraud scheme involving a Honduran national has come to light, revealing a brazen attempt to exploit the system and line her pockets.

Ana Juanita Andrade-Reyes, a Honduran national illegally present in the United States, was sentenced today to three years and one month in federal prison for conspiracy to commit wire fraud and conspiracy to commit tax fraud. The court didn’t stop there, ordering Andrade-Reyes to pay restitution to the IRS in the staggering amount of $2,084,182 and entering a money judgment against her for a further $664,588 – representing the ill-gotten gains from her scheme.

According to court documents, Andrade-Reyes established a shell company designed to obtain a workers’ compensation insurance policy with a minimal payroll. She then “rented” this insurance to work crews employed by construction contractors, providing them with a false certificate of insurance. This allowed the contractors to skirt legal requirements and, critically, facilitated the employment of undocumented illegal workers while simultaneously avoiding payroll taxes. The entire operation was a calculated risk, and it cost the government over two million dollars.

But Andrade-Reyes isn’t the only one facing consequences. U.S. Attorney Gregory W. Kehoe announced that 123 defendants pleaded guilty during the same period, and 96 were sentenced for illegal reentry or other immigration-related crimes. Several other cases highlight the ongoing struggle to control the border and enforce immigration laws. Pedro Antunez-Galarza, a Mexican citizen illegally reentered the U.S. after prior removal and was found with a firearm and fraudulent identification. He received four years and eight months. Hubert Richard Crew, a Jamaican national with a history of felony convictions and multiple deportations, was sentenced to five years for yet another illegal reentry. Angel Antonio Trochez-Cruz, a Honduran citizen with a prior robbery conviction, received six years after being found illegally present and facing separate state charges for unlawful sexual activity.

And the cases keep coming. Juan Leon David Vazquez, a Colombian national, was sentenced to three years and ten months for possession of a firearm while illegally in the United States. “Enforcement of our country’s immigration laws is one of the top priorities of the United States Attorney’s Office,” Kehoe stated. “We, along with our law enforcement partners, will continue to work to investigate and prosecute aliens who enter or remain in the United States in violation of our laws, and any individuals that help them do so.”
