Bridgeport’s Stefan R. Underhill court saw a plea deal from Isiah Duncan, 36, who has admitted to violating the Sex Offender Registration and Notification Act (SORNA).
The federal statute, part of the Adam Walsh Act since 2006, mandates comprehensive sex offender registration standards across the U.S. Duncan is accused of failing to notify relevant registries after relocating.
Court documents reveal that Duncan has a history with sex offenses; convictions in 2013 and 2014 led to his initial registration with New York’s Sex Offender Registry. However, following an address change in 2015, he was convicted of not reporting it as required.
His arrest in Stamford in 2018, stemming from an unrelated warrant, uncovered Duncan using false identification and failing to register in Connecticut. He had been receiving state assistance under a fraudulent persona.
Sentencing is scheduled for August 16, where Duncan could face up to 10 years in prison on his plea of guilty to violating SORNA. Assistant U.S. Attorney Hal Chen is prosecuting the case with the support of the U.S. Marshals Service.
Duncan remains free on a $50,000 bond until his sentencing date.
