Javan Bailey, 19, Charged with Producing and Extorting Child Pornography in Louisiana

A Cleveland, Ohio man has been charged with producing and extorting child pornography in Louisiana, federal authorities announced. Javan Bailey, 19, was indicted by a federal grand jury in the Eastern District of Louisiana on August 13, 2021, for producing images and videos depicting the sexual exploitation of an 11-year-old female victim.

According to the indictment, Bailey is accused of extorting the victim into sending him additional sexually explicit depictions by threatening to expose her to her family members. The charges carry a mandatory minimum term of imprisonment of 15 years and a maximum term of up to 32 years.

The case was brought as part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse launched in May 2006 by the Department of Justice. The initiative marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children via the internet and to identify and rescue victims.

U.S. Attorney Duane A. Evans praised the work of the Federal Bureau of Investigation in investigating the matter. Assistant U.S. Attorney Jordan Ginsberg is in charge of the prosecution.

Bailey faces a mandatory minimum term of imprisonment of 15 years and a maximum term of up to 32 years. He also faces up to a lifetime of supervised release and a $250,000 fine. He must pay a mandatory special assessment cost of $100 for each count and can be required to register as a sex offender.

The case is a stark reminder of the dangers of online exploitation and the importance of protecting our children from predators. The Louisiana U.S. Attorney’s Office is committed to holding accountable those who exploit and abuse children.
