Crack Cocaine Distribution Lands Two Rochester Men in Hot Water

MINNEAPOLIS—A federal court in Minnesota saw two Rochester men plead guilty to distributing over 280 grams of crack cocaine. Jimmy Joe Barker, age 26, and Quentin Graham, age 27, were charged in connection with the distribution of the illicit substance.

According to a plea agreement, Barker admitted to conspiring with Graham and others to distribute approximately 412.9 grams of crack cocaine and 42 grams of powder cocaine between April 9, 2010, and April 3, 2012. This case has been under investigation since April 2010, with authorities conducting several controlled purchases from Barker and observing him in a vehicle owned by Graham.

During a search warrant at Barker’s residence on November 9, 2010, police seized $320 in cash, approximately 31.1 grams of crack cocaine, and approximately 42.3 grams of powder cocaine. Graham’s vehicle, parked in front of Barker’s residence, was also searched, resulting in the recovery of approximately 124 grams of cocaine.

Graham pleaded guilty to one count of distribution of crack cocaine and admitted to delivering a bag of narcotics to an individual on April 4, 2012. The bag contained 124.3 grams of crack cocaine. Graham faces a potential maximum penalty of 40 years in federal prison, with a mandatory minimum penalty of five years.

Barker pleaded guilty to one count of conspiracy to distribute cocaine and crack cocaine. He faces a potential maximum penalty of life in prison, with a mandatory minimum penalty of ten years. Judge Joan N. Ericksen will determine their sentences at future hearings.

The investigation was conducted by the South East Minnesota Narcotics and Gang Task Force, the U.S. Drug Enforcement Administration, and the Rochester Police Department. Assistant U.S. Attorneys LeeAnn K. Bell and Surya Saxena are prosecuting the case.
