Johnstown, PA – A 36-year-old local man is facing up to four decades behind bars after pleading guilty to a federal heroin trafficking conspiracy that flooded the struggling city with over 100 grams of the deadly opioid. Justin R. Guillarmod admitted his role in the July 27, 2017, drug deal that triggered a federal investigation and ultimately brought him into federal court.
Guillarmod, a lifelong resident of Johnstown, stood before United States District Judge Kim R. Gibson and entered a guilty plea to one count of violating federal narcotics laws. The charge stems from a joint operation with a co-defendant who also possessed the heroin with intent to distribute—a crime that carries a maximum penalty of 40 years in prison and a $5,000,000 fine, or both.
The bust, orchestrated by the Laurel Highlands Resident Agency of the Federal Bureau of Investigation and the Cambria County Drug Task Force, cut off a supply chain feeding into one of Pennsylvania’s hardest-hit regions for opioid abuse. Authorities say the seizure was not only significant in weight but also symbolic in the broader fight against the region’s escalating drug crisis.
Sentencing is scheduled for September 30, 2019, at 11 a.m. While the statutory maximum is severe, the actual sentence will be determined under the Federal Sentencing Guidelines, weighing the seriousness of the offense and Guillarmod’s prior criminal history, if any. Federal prosecutors are pushing for maximum accountability.
Assistant United States Attorney Stephanie L. Haines is leading the prosecution, underscoring the U.S. Attorney’s Office’s aggressive stance on narcotics trafficking in western Pennsylvania. Haines emphasized that federal resources remain focused on dismantling networks that profit from addiction and despair.
As Johnstown continues to battle the scourge of heroin and fentanyl, Guillarmod’s case serves as a stark reminder: federal law enforcement is watching, and the consequences for trafficking are swift and severe. The courtroom will soon decide just how heavy the price will be.
