SHREVEPORT, La. – In a disturbing case of failure to register as a sex offender, Joseph Kelly Parson, 31, of Shreveport, pleaded guilty to one count of failure to update his sex offender registration.
According to evidence presented at the guilty plea, Parson did not update his sex offender registration when living at a Shreveport address from October 8, 2013 until November 12, 2014.
Parson originally pleaded guilty to two counts of statutory rape in Liberty County, Ga., in 2004. Upon release from prison, he was informed that he was required to register as a sex offender. He was later found living in Texas in 2010 and served a term of imprisonment for failure to register as a sex offender in Texas.
After his release, Parson later moved to Shreveport but did not register in Louisiana as a sex offender. This failure to register has now landed him in hot water, with a possible prison sentence of up to 10 years, five years to life supervised release and a $250,000 fine.
The U.S. Marshals Service and Bossier City Police Department conducted the investigation. Assistant U.S. Attorney Brandon B. Brown is prosecuting the case.
Parson’s sentencing date has been set for August 6, 2015. This case serves as a stark reminder of the importance of registering as a sex offender and the consequences of failing to do so.
As a convicted sex offender, Parson was required to notify the authorities of any changes to his address. His failure to do so has now led to a guilty plea and a possible lengthy prison sentence.
The people of Shreveport and the surrounding areas can rest a little easier knowing that Parson’s actions have been brought to justice.
